Pol.Gen. Surachet Hakpal, Deputy Commissioner-General of the Royal Thai Police and the Director of RTP’s Child Woman Protection, Anti-human Trafficking, and Fishery Industry Center, revealed that the number of arrests related to online child sexual abuse by TICAC Operation Teams in 2022 has gone up to 482 cases (403 cases more than in 2021). Of this number, 41 cases were considered human trafficking, which is the highest in 8 years.
Pol.Gen.Surachet further referred to the National Conference to Review and Recommend Implementation of the ASEAN Regional Plan of Action on the Elimination of Violence Against Children (2016-2025) where he had a chance to present to the panel, under the topic “Advancement in elimination of violence against children in Thailand”, the updated implementations of the Plan in various aspects. For example, on crime prevention, DARE 2 CARE project has been introduced to develop both online and offline instructional media for kids and teenagers as well as to provide trainings to police officers on proper treatments of children in justice systems so that these officers are able to pass the knowledge on to students in schools nationwide. In 2022, more than 14,660 schools were benefitted by this project. On victim assistance and protection, the online report systems have been enhanced for the victims, the channels for all concerned authorities have been generated for better integration, and the National Referral Mechanism ( NRM ) has been applied to systematize victim assistance and rehabilitation.
On law revisions, possessing child pornography for the sexual benefit of oneself is considered illegal under the Penal Code, and harsher punishment is imposed for those possess for the commercial purpose. The revision of the Anti-Money Laundering Act also includes minorities and aliens in beneficiaries of assets of those convicted of predicate offense relating to human trafficking.
