Pol.Gen. Surachet Hakpal, Deputy Commissioner-General of the Royal Thai Police, co-chaired a meeting with Chumphon Governor to investigate on the case that Mr.Aw Win, Myanmar citizen, fell victim of assault.
Based on the investigation, on 13 February 2023, the victim, who was one of 7 Myanmar fishing crew on “Mor Chokwassanawaree 9” fishing boat, was brutally assaulted by the vessel’s owner because he had refused to work. He was then left wounded on land before getting help transferring to Chumphon Khet Udomsak Hospital.
After the incident, law enforcement officers brought other 6 members of the crew to undergo a process for identification of trafficked persons and found none of them was victimized. However, evidence suggested that there were violations regarding payments and working conditions which led to criminal charges against the vessel’s owner and captain.
Pol.Gen. Surachet commented that, this case, the victim was assaulted just because he didn’t want to work. It could be considered as forced labor or human trafficking. Further investigation will be conducted when the victim recovers.
